		<description>Many physically handicapped people in developing nations are held quasi-captive in begging mafias. They are deposited on the street for the day and then their caretaker comes to pick them up along with the cash.

Does this mean you should not give them money? It is a quandry. Many beggars certainly are in horrible situations. One theory is a Muslim practice of giving money to the first beggar you see on the streets and none other. If everyone does that, the beggars can buy food. 

Another solution, which I prefer to use, is giving the beggar something that by its nature must be consumed by the person receiving it: Milk or a piece of fruit.</description>
