Many beggars certainly are in horrible situations. One theory is a Muslim practice of giving money to the first beggar you see on the streets and none other. If everyone does that, the beggars can buy food. Another solution, which I prefer to use, is giving the beggar something that by its nature must be consumed by the person receiving it: Milk or a piece of fruit.
